Labor Cost Control opened for business in 1988 with a goal of serving the business community regarding representation before the U.S. Department of Labor. One of our prime missions was to take advantage of the various programs aimed at labor market activities, which are sponsored by the U.S. Department of Labor, and its various partner agencies such as the State Employment Service Agencies. The private sector is often reluctant to interface with the USDOL, and when interested in doing so, is often at a loss on how to go about it.

David O’Toole, President, and owner, operated a myriad of U.S. DOL programs for fourteen years, from training programs for the food service industry, to the Jobs Tax Credit program itself. He has spent his professional life either working on USDOL programs, or appearing before USDOL sponsored programs.
